Expansion talk dominated MLS commissioner Don Garber’s State of the League address on Tuesday, five days before Kansas City’s Sporting Park hosts Major League Soccer’s MLS Cup.

With the stated goal of expanding to 24 teams by the year 2020, Garber fielded questions from fans and media, spending substantial energy clarifying rumours regarding David Beckham’s pursuit of an MLS franchise in Miami, a site the former L.A. Galaxy standout has pinpointed as his preferred place to plop what would be the league’s 22nd franchise.

New York City FC and Orlando City were recently announced as the league’s 20th and 21st teams. Both are slated to enter MLS in 2015.

“There’s a lot of work that needs to happen,” Garber said. “We can’t go to Miami without the right stadium solution. David understands that.

“We can’t have different rules in Miami than we have in any other city.”
