Kevin Payne was named the President and General Manager of Toronto FC on Nov. 28, 2012. (VERONICA HENRI/Toronto Sun)

It started with Bryan Colangelo. The notion being that Maple Leaf Sports and Entertainment Ltd. was going to overpay to find the most qualified person available to run their basketball team.

The same philosophy applied to the hiring of Brian Burke. He had a Stanley Cup pedigree and an off-the-charts personality. So they made him the highest-paid general manager in hockey history and waited for the results.
