The NHL has been forced to hold off on making the rule changes official for next season.

NHL commissioner Gary Bettman and deputy Bill Daly told reporters though the league has approved the changes they want to make for next year the NHL Players' Association wants approval from its members before stamping the deal.

Included in the changes are grandfathering the use of visors for all players entering the league, no spinarama in the shootout, hybrid icing, video replay on whether a stick caused an injury, smaller nets and smaller goalie equipment.
