QUEBEC CITY -- Quebec is pushing ahead with its ambitious amphitheatre project despite not having secured the full funding.

Quebec City mayor Regis Labeaume told reporters Thursday his administration wanted to open a call for tenders by Dec. 31, 2010.

The mayor admitted it wasn't a coincidence that the announcement came just days before the "blue march" in support of the Nordiques hockey team's return to the provincial capital.

Celebrities, politicians, former NHL players and about 50,000 people are expected to flood Quebec City Saturday to cheer for the team's return.

The Nordiques left for Colorado 15 years ago, but Pierre Karl Peladeau, CEO of Quebecor, has expressed an interest in relocating the team to Quebec City.

The local and provincial governments have committed 55% of the costs of a new $400-million arena.

The federal Conservatives have not yet said if they are willing to chip in the remaining 45%.
