The NHL's board of governors will have a minor penalty for a head shot to consider when it meets next week in Los Angeles.
The proposal came out of a meeting of the National Hockey League's competition committee in Toronto on Friday.
Ed Snider, chairman of the Philadelphia Flyers and a member of the committee, would not comment on the specifics of the rule ahead of the meeting.
But Anaheim Ducks defenceman Mathieu Schneider told TSN it would be an on-ice call and cover all intentional head shots.
Approval of new age form-fitting goaltending equipment was also discussed and given tentative approval.
