The International Ice Hockey Federation is emphasizing the international part of its name.

Europe's top club in the Champions Hockey League and a National Hockey League challenger will meet in the Victoria Cup in 2008-2009. It's the first step to what could be a world club championship, says IIHF president Rene Fasel.

"My dream would be they would [also] play the Stanley Cup champion," Fasel said.

The IIHF's semi-annual congress runs through Saturday here for 110 delegates from 65 nations. The 2013 men's world championship host will be elected this afternoon.

Next year's tournament in Halifax and Quebec City will be for the first time in Canada.

"It was a great opportunity to put it all together, going back to the roots of hockey after 100 years and also to show the Canadian hockey fans the international game."
