CHARLOTTE, N.C. -- Carolina Panthers head coach John Fox announced on Monday rookie quarterback Jimmy Clausen will make his first career start in Week 3 against Cincinnati.

Matt Moore started under center the first two weeks of the season, losing both games as he completed just 40.8% of his passes for 307 total yards with two touchdowns and four interceptions.

Clausen saw mop-up duty in both games, including a 59-yard effort with an interception on 7-of-13 efficiency in Sunday's 20-7 setback to Tampa bay.

"We have to spark our offence and particularly our passing game, so we're going to start Jimmy Clausen this week," Fox said in Monday's press conference. "We think highly of Jimmy and we want to give him an opportunity ... We'll see how that renders, let Matt sit back and watch."

Carolina made Clausen the 48th overall pick, the club's first selection, in April's draft. Clausen, who turns 23 on Tuesday, was a standout quarterback at Notre Dame, throwing for 8,148 yards with 60 touchdowns and 27 interceptions during his three-year stint as starter.

The Panthers cut longtime QB Jake Delhomme in the offseason after Moore guided the team to wins in the final three games of a disappointing 8-8 campaign last season.
