When the Ottawa RedBlacks locked into paying Henry Burris $400,000 this season, maybe they restricted the number of dollars that can come out of their big piggybank when CFL free agency opens Tuesday at noon. Or maybe they didn't.

The RedBlacks would like to make a splash. With a team salary cap limit of $4.4 million last season (that could rise a bit for the 2014 season), GM Marcel Desjardins also doesn't plan on wildly overpaying. There are plenty of positions to fill, with lots of good players available. Some of the RedBlacks' better moves may fly under the radar.
