Key points of the new CFL salary management system:

- Cap raised from $2.6 million to $3.8 million.

- Establishment of annual certification process including full discloser of player salaries with certificates signed by the team and the player and registered with the league. All data goes into a central data base that can be checked by other teams, but disclosure won't be available to the media or public.

- Hired compliance officers with full access to team records and whistle-blowing program for players.

- Penalties for violating the cap with fines and possible draft pick losses.

- One-game injury list expanded to a minimum of four to prevent "hiding" players who are not hurt.

- Active roster increased to 46 from 40, but game-day roster will be 42. Allows for the addition of one non-import and one designated import.

- Practice roster renamed development roster and increases from seven to six. Clubs may acquire a DR player from another club via trade or written notice to the club/league.

- Period of 30 days during NFL cut-down period to expand developmental roster by five NFL players.

- Game-day rosters declared three hours before game instead of previous 48-hour period.

- Trade deadline moved up and any player acquired cannot be sent back to previous club for at least a year.

- Future considerations must comprise of cash and/or draft pick only.
