The first 11 days of CFL free agency have come and gone, which is more than enough time to declare the league’s winners and losers. Some teams stocked up. Others got picked clean. Here is a look — according to Kirk Penton — at who got better and who got worse, in descending order, over the last week and a half of free agency:
