The CFL governors approved several rule changes Wednesday, including having all scoring plays subjected to review by the replay official, including singles and safeties.

Two other changes are aimed at player safety: If a ball carrier's helmet comes off, the play will be blown dead immediately. The line of scrimmage will be where the helmet came off.

If a player not carrying the ball loses his helmet, he can no longer participate in the play. If he does, he will be penalized 10 yards.
