Maybe he's not, but that's the way he presents himself.
I don't know if he has full control to do what he wants (and the money) or he is constrained by circumstances, but he is good at one thing - building a very average team.
I would like to see a new GM - someone with winning experience, if not right away, by the end of next season.
The Blue Jays have some pretty good pitching; all they need to do is trade a few of their veterans like Vernon Wells, Overbay, Zaun, etc. to get some younger guys in (guys who are just coming into their own - around 23 years old).
Vernon Wells still has good trade value, so trade him for a couple of really good young players.
