Players ratify drug agreement

NEW YORK -- Baseball players approved a toughened drug agreement yesterday -- the last possible day for ratification.

The sides announced the agreement April 11 and owners ratified it on May 14. The deal increases the frequency of tests and the authority of the program's independent administrator, among the recommendations made in December by baseball drug investigator George Mitchell.

The new rules -- which mark the third major overhaul since the joint drug program began in 2002 -- went into force immediately upon ratification.

BANS DOLED OUT

NEW YORK -- Cincinnati manager Dusty Baker was suspended for two games and Yankees manager Joe Girardi and San Diego hitting coach Wally Joyner were penalized one game yesterday after recent arguments with umpires.

SMOLTZ TO START REHAB

ATLANTA -- Braves right-hander John Smoltz will begin a minor league rehabilitation assignment with double-A Mississippi today.

Smoltz, who has been on the disabled list since April 29 with a sore shoulder, will join the minor league club at Tennessee.

ANGELS GET ALL-STAR GAME

ANAHEIM, Calif. -- The Los Angeles Angels are expected to announce they will host the 2010 all-star game, returning the event to Anaheim for the first time since 1989.

The Angels had long been considered the leading candidate to get the game. Commissioner Bud Selig is set to make it official Wednesday with an announcement at Angel Stadium, the Los Angeles Times reported.

KING FELIX SCRATCHED

NEW YORK -- Seattle pitcher Felix Hernandez was scratched from his scheduled start today against the Yankees because of soreness in his right leg.

Carlos Silva will take Hernandez's turn and Jarrod Washburn will replace Silva tomorrow, each moving up a day.

BOROWSKI'S BACK

CLEVELAND -- Joe Borowski is back in the bullpen for the Indians, who activated the right-hander yesterday prior to playing the Texas Rangers.
